Accommodation rules and use of hotel services in the hotel

1. General provisions
1.1. This document is developed in accordance with the Rules for the provision of hotel services in the Russian Federation.
1.2. The hotel of JSC RSVO (hereinafter - the Hotel) is a structural subdivision of the Joint Stock Company «RUSSIAN BROADCASTING AND NOTIFICATION NETWORKS» operating on the basis of the Charter.
1.3. The hotel is intended for temporary accommodation of citizens and provision of services related to their stay.
1.4. The room stock of the Hotel includes Suite, Lux, standard single, standard double rooms. The rooms are equipped with equipment, furniture, bedding and other inventory, and sanitary and hygienic items designed to provide accommodation conditions that meet the requirements for a «three-star» hotel.
2. Hotel booking
2.1 Guest accommodation is carried out by prior booking. When checking in without prior booking, accommodation is provided only if there are available rooms. If desired, the guest can book a room in the Hotel by paying for it before check-in (guaranteed booking (clause 2.5), or without payment (non-guaranteed booking - clause 2.2).
2.2 Non-guaranteed booking - hotel booking where the first payment is made by the guest upon arrival at the Hotel at the reception. Non-guaranteed booking occurs after the guest receives booking confirmation from the Hotel on terms of no financial guarantees from the guest. The confirmation must indicate the room (category, type), booking conditions, stay dates, calculation of the cost of the ordered accommodation.
2.3 Non-guaranteed booking is held for the client until 18:00 local time on the specified arrival day. If the guest does not arrive by 18:00 local time, the booking is automatically canceled. The Hotel's accommodation obligations cease, and accommodation is provided subject to availability on a general basis.
2.4 No financial obligations arise between the Hotel and the guest for non-guaranteed booking.
2.5 Guaranteed booking - booking a room in the Hotel where the Hotel expects the Guest throughout the first day of stay (until the check-out time (12:00) of the day following the planned arrival day). The Hotel booking is guaranteed by prepayment of at least the first night's stay, or by providing credit card details to the Hotel and the guest's consent to debit funds from the account. Payment is made after receiving booking confirmation from the Hotel.
2.6 In case of untimely cancellation of booking, late arrival or no-show of the guest, the Hotel refunds the guest the amount paid minus the fee for the actual room downtime (cost of the first night's stay), in accordance with the Hotel's booking conditions. If the delay is more than 24 hours, the guaranteed booking is canceled.
2.7 Prepayment for guaranteed booking is made by non-cash method by bank transfer or credit card, as well as by any other method of cash or non-cash payment. The payment is considered made when funds are received in the settlement account or cash desk of the Hotel one day before arrival. If payment is not made within the established timeframes, the booking is considered canceled without prior notice.
3 Procedure for accommodation registration and service provision
3.1 Hotel operating hours - 24/7.
3.2. Registration for accommodation in the Hotel is carried out upon presentation of an identity document in accordance with the legislation of the Russian Federation, including:
Accommodation of minor citizens under 14 years of age is carried out on the basis of identity documents of the parents (adoptive parents, guardians) staying with them, accompanying person(s), provided that such accompanying person(s) present consent from legal representatives (one of them), as well as birth certificates of these minors.
Accommodation of minor citizens who have reached 14 years of age in the absence of their legal representatives nearby is carried out on the basis of identity documents of these minors, provided that consent from legal representatives (one of them) is presented.
3.3. The hotel has daily accommodation payment. Check-out time is 12:00 Moscow time. Check-in at the Hotel is after 14:00 on the arrival day, room vacating is until 12:00 on the departure day. - early check-in from 00:00 to 14:00 is provided subject to room availability, at half the daily rate.
3.4. In case of delayed check-out of the guest (after 12:00), an additional fee is charged for extending the stay:
3.5. Extension of stay after check-out time is provided subject to available rooms.
3.6. If the guest is absent from the place of stay for more than two hours (after check-out time) without payment or if forgotten items of the guest are discovered, the hotel administration creates a commission, inventories the property in the room. The guest's property is stored.
3.7. To organize accommodation security, the Hotel administration has established an access control system - entry to the residential area of the Hotel is by guest cards.
3.8. When staying at the Hotel, a contract signed by both parties is drawn up between the guest and the hotel (registration card-contract), containing all the essential terms of the contract for the provision of hotel services. Also, in accordance with the provisions of the Decree of the Government of the Russian Federation of November 18, 2020 No. 1853, and Article 426 of the Civil Code of the Russian Federation, when the Consumer receives confirmation of Hotel booking, the Consumer (Customer) accepts the terms of the public contract posted in the information folder directly at the reception desk in the Hotel, as well as on the official website of the Hotel.
3.9. When checking into the Hotel, the guest is issued a guest card and an electronic key for the paid period of stay.
3.10. If loss of personal belongings from the room, loss of the guest card or electronic key is discovered, the guest must immediately inform the Administrator at the reception to take necessary measures to search for the missing items.
3.11. Relocation of the guest to another room is carried out with his/her consent.
3.12. Adding a person to a room where a guest is already staying is carried out in his/her presence or with his/her written consent.
3.13. Persons violating public order or committing hooligan actions are not accommodated in the Hotel.
3.14. In the Hotel, the guest can use the following types of free services:
4 Payment for accommodation and services
4.1. Payment for accommodation and services provided by the Hotel can be made by cash or non-cash payment, as well as by credit cards in rubles.
4.2. Accommodation fee is charged on terms of prepayment by the Consumer for the entire booked period.
4.3. Prices for accommodation in the hotel are set by Order of the General Director per room per day.
4.4. If it is impossible for the Hotel to provide a room according to the terms of the confirmed booking, the Hotel provides the client with a hotel room of a higher category without additional charge.
4.5. No fee is charged for accommodation of children under 7 years of age provided they are accommodated with parents (guardians) in one room without providing a separate sleeping place, as well as when providing a crib for children under 4 years. When providing an additional sleeping place for children under 14 years, a fee is charged according to the hotel accommodation prices.
4.6. The Hotel offers guests additional services for a fee at their request, according to the list of services (the list of services is in the rooms in the guest information folder).
5 Accommodation rules
5.1 To comply with fire safety rules, guests staying in the Hotel are prohibited from:
5.1.1 Using non-standard (not provided by room equipment) electric heating appliances in the rooms, as well as extension cords, adapters, etc.
5.1.2 Storing and bringing into the rooms flammable and combustible materials, strong poisonous substances, bulky items. Storage room services are provided only for hotel guests.
5.1.3 Smoking in the hotel room and on the Hotel territory in accordance with Federal Law No. 15-FZ of February 23, 2013 «On protecting the health of citizens from the effects of environmental tobacco smoke and the consequences of tobacco consumption» with subsequent amendments and additions.
5.1.4 Smoking electronic cigarettes (smoking electronic cigarettes in the hotel triggers the APS system sensors as a fire threat. Activation of the APS system sensors leads to fire alarm and evacuation of the floor where the APS system is activated or the entire Hotel). Disabling and dismantling elements of the Hotel's fire protection systems.
5.1.5 Covering switched-on floor lamps and table lamps.
5.2 To ensure order and safety of those staying in the hotel, it is not allowed:
5.2.1 Access to residential floors without a guest card.
5.2.2 Transferring the key card from the room and the guest card to third parties.
5.2.3. Leaving third parties in the room in your absence.
5.2.4. Presence of third parties in the hotel room from 06:00 to 23:00 without a one-time pass issued in accordance with the established procedure, while it is necessary to present an identity document of the invited person. In the absence of an identity document, the meeting must take place in the hotel lobby. Stay of invited persons from 23:00 to 06:00 is allowed only with their registration in accordance with the established procedure.
5.2.5. Disturbing the peace of residents after 23:00.
5.2.6. Violating sanitary standards and requirements in the hotel room.
5.2.7. Throwing garbage, bottles and other items from hotel windows.
5.2.8. Removing linen, towels and inventory from the room.
5.3 Guests must treat the property and equipment of the Hotel with care, observe sanitary standards and public order.
5.4 The Hotel has the right to terminate the contract with the guest in case of repeated or gross violation of these Accommodation Rules in the Hotel. Upon eviction, the guest must pay for the services actually provided to him.
6 Rights and obligations of guests
6.1 If deficiencies in the provision of services are discovered, the guest has the right to demand from the Hotel administration at his choice: - free elimination of deficiencies; - equivalent replacement of the service; - corresponding reduction in the price for the service provided.
6.2 Guests staying in the Hotel have the right to terminate the service contract at any time, compensating the hotel for expenses for services provided to them at the time of contract termination.
6.3 In case of loss or damage to hotel property, the guest is obliged to compensate for the damage caused in accordance with the Legislation of the Russian Federation.
6.4 Guests staying in the hotel are obliged to comply with these Rules.
7. Duties and responsibilities of the hotel administration.
7.1 The Hotel performs daily room cleaning and towel change. Bed linen change is carried out once every three days.
7.2 The Hotel is obliged to eliminate deficiencies identified during the provision of services and is responsible in accordance with the current Legislation of the Russian Federation.
7.3 The Hotel is not responsible for the safety of money, other currency valuables, valuable items not deposited for storage. Money and valuables are recommended to be deposited for storage in the safe with the duty administrator.
7.4 If forgotten items are discovered, the hotel administration is obliged to notify the owner of the items.
7.5 The book of reviews and suggestions is located at the reception desk and is issued upon first request.
7.6 Guest complaints submitted in writing are considered by the Hotel administration within no more than a month from the date of their submission.
7.7 In case of violation of these Rules by the Hotel, protection of guest rights provided for by the legislation of the Russian Federation is carried out in the manner established by the Law of the Russian Federation «On Protection of Consumer Rights».
8. Other conditions
8.1 When staying at the Hotel, the Guest is issued documents in accordance with the current legislation, while the invoice for hotel services according to form No. 3-G is certified by the signature of an authorized official of the Hotel and the seal of the Hotel «For documents».
8.2 For individual entrepreneurs or legal entities, within 5 working days after the end of service provision, a Certificate of completed work and an invoice are provided. The signed Certificate of completed work by the individual entrepreneur or legal entity is sent no later than 5 working days from the moment of its receipt to the address of the Hotel. If it is necessary to receive documents confirming the fact of provision of hotel services to the Guest sent on behalf of a legal entity or individual entrepreneur, documents are issued only if there is a properly executed power of attorney.
